Check if you have given the pzInsKeys without typo/mistake.
Can see following error when tried this on Pega 7.1.7. Error icon is also shown on the exact data instance having the wrong key.

Normally, you should only need to list a rule-application on the product rule and not specific instances.
However, that error looks like you did list a specific instance, and it refers to an object that doesn't exist.
You could trace to see where the error is coming from, or just peruse the product rule to see if you can spot which one is bad. Maybe post a snapshot here of the product rule if you can't figure it out ? /Eric

Hi Robert,
I reproduced the issue by giving wrong key in Individual instances to include section, please check same in issue product rule and delete the wrong entry to resolve the issue.

Best way while adding data instances is, please include your rule type class (if you want to add access group, then use data-admin-operator-accessgroup) in the Individual instances to include section and click on query and search with key (i.e., instance name (ex- Administrator), so that this can avoid typo mistakes
